Kansas Interconnection Implementation WorkshopHB 2018 was introduced during the 2003 Kansas legislative session. This bill, as amended, provides the basis for the formation of renewable generating cooperatives. Section 32 of the bill also requires the Kansas Corporation Commission (KCC) to establish standard provisions for interconnection of renewable generators: On or before September 1, 2003, the state corporation commission shall establish standard provisions, including applicable fees, for agreements providing for interconnection between the facilities of an electric public utility, as defined by K.S.A. 66-101a, and amendments thereto, and a generator which generates electricity from renewable resources or technologies, as defined by section 2, and amendments thereto. HB 2018 was signed into law on April 17, 2003, and became effective on July 1, 2003. The KCC Energy Office organized a Kansas Interconnection Implementation Workshop for interested parties that was held on October 1, 2003.
